Help and hints

You have two options for selecting a legally binding development plan:

Use the navigation symbols to zoom in on the relevant map area and then select the desired development plan using the i button.

A window will open with the plan statistics for the selected plan. If the plan is available in digital form, you can use the "Plan display," "Textual specifications," and "Justification" buttons at the top of the statistics window to view and download the graphic and text components of this plan using Adobe® Reader® software from Adobe Systems Incorporated.

Hatched areas in the plan overview represent development plans that overlap other development plans and thus change or supplement their building rights. The legend provides information on the meaning of the individual hatching.

You can access the legend by selecting "Theme selection" in the navigation area and then clicking on the downward-pointing arrow in front of the "Development plans" theme. A menu will open where you can select the menu item "Open legend."

In addition, after clicking on "Theme selection," you can specifically activate or deactivate the themes "Development plans" and "Development plans, overlay" located under the heading "Development plans."

You can access the text development plan "Green Roof Regulations" by clicking on "Select topic" and then selecting the topic "Green Roof Regulations" under the heading "Planning-related regulations."

Under "Search for development plan," select a plan district and then select the desired development plan from the list of plan numbers that appears.

The letters within the listed plan designations indicate the plan district in which the respective development plan is located. The following table provides information on the meaning of the plan district abbreviations used.

Once you have selected a plan, it will be displayed on the screen with its area of application. You can access the plan statistics and, if available, the downloads by clicking on the i button in the plan area.

Boundaries of development plans on the overview map

The boundaries of the development plans on the development plan overview do not always correspond exactly to the official maps. They are intended solely for orientation and selection of individual development plans.

Background maps, post-digitization, scanned development plans

In contrast to the map background for the development plan overview, which is updated at regular intervals, the map basis behind the individual development plans does not reflect the current status but, in most cases, the status at the time the statute was passed.

Exceptions to this are the development plans with the plan designations B 135, G 112, He 105, He 113, I 37, and Ma 30, which are post-digitizations of analog maps and for which the status of the background maps corresponds to the cadastral status at the time of digitization (2001/2002).

For the development plans G 112, I 37, and Ma 30, the justification was also rewritten. This was done by scanning the relevant text in the respective analog plan and processing the files generated by the scanning with text recognition software (OCR). Analog development plans

are also being continuously processed by scanning both the plans and the respective justifications for these plans and preparing the resulting files for use on the Internet.

Individual display of development plans

With regard to the digitally available plans, which can be accessed via the "Plan display" button using Adobe® Reader®, it should be noted that, due to a lack of georeferencing, it is not possible to take measurements in this individual display.

Development plans that appear to be legally valid

A number of plans that have become legally binding in the urban land-use planning process but are not legally valid due to deficiencies and have not been formally repealed (so-called legally binding plans) are highlighted in color in the development plan overview. In the plan statistics, these plans are clearly marked with the entry RS (for legal appearance) under "legally binding since:". These development plans are invalid.

Overplanning/amendments to legally binding development plans

When a digitally available development plan was overlaid by a more recent development plan, the scope of this more recent plan was added to the older plan for information purposes. The change made here compared to the copy of the statute is intended to aid general comprehensibility.
