What do I need to know?
Service description
In Germany, you can drive a vehicle in classes B and BE (passenger cars) as early as age 17 if
- you have passed the driver’s license exam and
- you are accompanied by an authorized and previously designated person.
As of your 18th birthday, you may drive the vehicle unaccompanied.
However, if you drive a vehicle before your 18th birthday without being accompanied by a named person, your driver’s license will be revoked. In addition,
- a fine,
- one point on your driving record,
- an extension of the probationary period, and
- an order to attend a refresher course.
You can apply for accompanied driving from the age of 17. You can submit the required application at the earliest 6 months before reaching the minimum age (17th birthday).
You must name an accompanying person. This person must
- be at least 30 years old,
- have held a driver's license for at least 5 years without any interruptions, and
- have a maximum of 1 point in the driver suitability register in Flensburg.
We will enter the names of approved accompanying persons in the test certificate that must be carried. To prepare the accompanying persons, we recommend a briefing by the driving instructor.
You must inform your car insurance company about accompanied driving.
Important: The temporary driving license is only valid within Germany.
Application:
- You must submit the application in person (for signature and identification purposes).
- The accompanying persons do not have to be present in person when the application is submitted.
After passing the test:
- The examiner will give you the "pink" test certificate.
- TÜV examiners will notify the driver's license authority that you have passed the test. We will then arrange for the card driver's license to be printed.
- The EU card driving license remains with the driver's license authority until the applicant reaches the age of majority.
Collecting the card driving license:
You can collect your card driving license as soon as you reach the age of majority. You must collect your driving license in person. Please bring the following documents with you:
- Provisional "pink" test certificate
- Original identity card or passport
If the license is being picked up by an authorized representative, the following are also required:
- Written power of attorney
- Identity document of the authorized person
Prerequisites
To participate in the “Supervised Driving for 17-Year-Olds” program, both you and your supervising driver must meet certain requirements:

You must have successfully completed driver’s education for Class B.
- You can begin the training as early as age 16½.
- After successfully passing the written and practical exams, you will receive a certificate of completion. You must carry this with you on every drive, as it serves as your driver’s license when presented together with your ID card.

You must be accompanied on every drive by an authorized and previously designated person, who in turn
- must be at least 30 years old,
- have held a valid Class B driver’s license (passenger car) for at least 5 years,
- comply with the “0.5 per mille limit” and the drug ban while accompanying you, even if you are driving the car,
- and have no more than one point on their driving record.
- Your primary residence is in Mainz.
- A declaration of consent from all legal guardians is required.
- The legal guardians do not need to be present in person when the application is submitted.
- If only one parent has legal custody, proof of this is required.
Legal basis
What do I need to bring or submit?
- A valid ID card or passport (the identification document may also be an electronic residence permit (eAT) or similar)
- along with a current certificate of residence, if applicable
- Current biometric photo (size 45x35 mm, portrait orientation, full-face view)
- Proof of first aid training
- Eye exam certificate (no older than 2 years)
- Application form for participation in accompanied driving for individuals aged 17 and older
- Application form for each accompanying driver
- A recent biometric photo (size 45x35 mm, portrait orientation, full-face view); digital codes are not accepted!
Note:
As of May 1, 2025, the regulation requiring you to submit a digital passport photo to the registration office applies to passport photos for ID cards and passports. However, this requirement does not apply to the driver’s license office and therefore does not affect applications for driver’s license documents. The Driver’s License Authority has the technical equipment available on-site for taking digital photos. For an international driver’s license, please bring an analog passport photo. Of course, you may continue to submit analog passport photos to the Driver’s License Authority, preferably along with the complete application documents.

- Copy of the accompanying person’s driver’s license
- Copy of the accompanying person’s ID card (For accompanying persons who only provide a copy of their passport and are not registered in the Mainz city area, we also require a current certificate of residence.)
How much does it cost and how can I pay?
Fees
Application for a Class B or BE driver's license:
- Basic fee €55.40
- with one accompanying person (plus €13.30) Total €68.70
Additional fee per accompanying person: €10 plus €3.30 (€13.30)
- with 2 accompanying persons (plus €26.60), total €82
- with 3 accompanying persons (plus €39.90), total €95.30
A fee of €6.50 applies for direct shipping by the Federal Printing Office in Berlin.

A self-service photo terminal is available on the ground floor between the "waiting area" and the "pickup area." Here you can take biometric passport photos and submit them digitally. A fee of 6 euros applies.
