What do I need to know?
Service description
As a general rule, no one may hold more than one valid German passport. An exception applies if you can demonstrate a legitimate interest in obtaining a second passport.
A legitimate interest exists, for example, if you
- wish to travel to a country that is likely to deny you entry because your passport shows that you have stayed in certain other countries.
- work for an airline or a shipping line.
Whether your reasons are considered sufficient is at the discretion of the passport authority.
The following reasons are not sufficient:
- general desire
- frequent travel abroad
- the mere possibility that you may need a second passport at some unspecified point in the future, for example for a planned trip around the world
If you have already held a second passport, you must provide valid reasons again with each new application.
If your passport is already completely filled with visa stamps before its expiration date and you plan to travel further, you must apply for a new passport.
From May 1, 2025, we will only be allowed to use digital photos for passport and ID card applications that have been taken by a certified studio or drugstore (you will then receive a code) or directly at a self-service terminal in the administration office. These are currently available at the citizen service center in the Kaiserstraße town hall and in the local government offices in Altstadt, Hartenberg-Münchfeld, and Lerchenberg.
Prerequisites

You have a legitimate interest in holding a second valid passport. This applies, for example, in the following cases:
- You travel frequently for professional reasons and need a second passport to obtain visas because you have planned and intend to undertake additional trips to countries requiring a visa while your visa application is being processed.
- You wish to travel to a country where you expect to be denied entry because your passport contains entry stamps from certain other countries.

You belong to certain groups of people:
- flight crew of airlines
- seafaring personnel of maritime shipping companies
- Members of civilian entourages and persons covered by the NATO Status of Forces Agreement whose passport contains a status certificate
Procedure
You must apply for your second passport in person.
- Make an appointment at your local municipal office.
- Bring all required documents with you to the appointment.
- The application will be filled out with you on-site by the office staff. You only need to sign it.

By law, you are required to provide fingerprints for storage in the document when submitting your application.
- For this, a flat print is usually taken of the left and right index fingers.
- Children under the age of 6 are not required to provide fingerprints.
- For minors (under 18 years of age), the second passport application must generally be submitted by all parents with legal custody.
- Your local civil registry office will inform you when you can pick up your second passport.
- At many local registration offices, you can schedule a pickup appointment online, by email, or by phone. Alternatively, in many cases, you can have the ID document mailed to your home address and delivered personally to your front door.
- You may authorize another adult in writing to pick up the passport on your behalf.

What else should I know?
Express passport and temporary passport:
Is the regular processing time too long for your travel plans? Then your passport authority can issue you a second passport using the express procedure. Passports applied for using the express procedure are usually ready for collection at the authority after 3 to 4 working days.
Only if you cannot obtain the second passport in time even with the express procedure will you be issued with a temporary second passport. You will receive this immediately upon application, so you do not have to wait for it.

- Airline tickets
- If necessary, you may need to submit additional documents, such as civil status records.

How much does it cost and how can I pay?
Fees
The fees will double if you apply for a second passport outside of office hours or at a passport office that does not have jurisdiction over your area.
A fee reduction or waiver is possible under certain conditions.
- Fee: 6.00 EUR
Fee for passport photo if the authority uses the PointID photo system from Bundesdruckerei GmbH. If the authority uses photo systems from other manufacturers, the fee may vary. - Fee: 70.00 EUR
Reissuance of a second 32-page passport for persons aged 24 and older. - Fee: 37.50 EUR
Reissuance of a second 32-page passport for persons under 24 years of age - Fee: 32.00 EUR

Customers with appointments should present the appointment confirmation sent to them via email at the information desk. You will then be granted entry. Please arrive on time for your appointment—not too early, but also not late. This is the only way we can ensure safety measures are followed.
