If you wish to operate an arcade or a business that deals exclusively or predominantly with the installation of gaming machines or the organization of other games, you will need a permit. 

A prerequisite for obtaining a license is the commercial reliability of the applicant.

The premises intended for use as an arcade must be suitable in terms of their location and condition, i.e., they must comply with police and building regulations.

Since July 1, 2012, a gambling license for the establishment and operation of an amusement arcade has been part of the license under the Trade Regulation Act and is issued by the competent (trade) authority (concentration effect). The competent licensing authority involves the Supervisory and Service Directorate and obtains its approval/consent.

This permit is specific to individuals and buildings, meaning that you will also need a gaming hall permit in your name if you wish to take over an existing gaming hall from someone else. If you are the operator of the gaming machines yourself, you will also need an operator's license in accordance with Section 33c (1) of the Trade Regulation Act (GewO) and a certificate of suitability in accordance with Section 33c (3) GewO.

To verify personal reliability:

• Certificate of good conduct
• Information from the Central Trade Register
• Certificate of good standing from the tax office
• Information from the debtor register

To verify the suitability of the installation site:

• Floor plan for the business premises (for commercial operation of an arcade)

A fee is charged for issuing a permit. The amount of the fee is determined on the basis of the Rhineland-Palatinate State Fees Act in conjunction with the State Ordinance on Fees Charged by Economic Administration Authorities (Special Schedule of Fees) and the State Ordinance on Fees for Official Acts in the Field of Gaming.
